阴霾中看出机遇 ──首次发布《2016全球机遇报告》中译本

秋天来临之际,北京民众开始迎来雾霾季节。刚过去的星期日,气象当局发出今季首个空气污染黄色警报,空气质素达「五级重度污染」。虽然北京正处「阴霾」,但中国领袖对国家伺机实践变革的潜力却非常乐观。根据《2016全球机遇报告》调查结果,中国公私行业领袖均对国家实践变革能力以及成效,比其他地区更有信心。 眼见中国对变革已准备就绪,我们把今年一月和DNV GL及UN Global Compact联合发布的《Global Opportunity Report 2016》,翻译并节录成《2016全球机遇报告》。短短十二页中译版本不但扼要勾划报告重点,还加入中国地区的调查结果,让读者了解国内各界领袖的看法。早前,报告於北京召开的「点亮美好未来──2016实现可持续发展目标中国峰会」发布。峰会云集中国企业领袖,而《2016全球机遇报告》可说是为他们度身订造的指南,在日益复杂的风险形势中提供指引,助他们把握相关机遇。报告亦响应去年推出的联合国可持续发展目标(Sustainable Development Goals),描绘迈向目标、建立可持续未来的道路。 发展带来机遇 九月初的二十国集团杭州峰会中,中国国家主席习近平致开幕辞时表明:「面对当前挑战,我们应该落实2030年可持续发展议程,促进包容性发展。」的确,可持续发展为近期中国发展计划主调之一,尤其是今年三月第十二届全国人大第四次会议通过的《中华人民共和国国民经济和社会发展第十三个五年规划纲要》(「十三五」规划),致力於规划期间(2016-2020),落实「创新、协调、绿色、开放、共享」五大发展理念。这是国家规划首次以「绿色」为主要发展理念之一,强调推动社会建设及经济增长同时,确保可持续发展。俗语说「有危就有机」,每个危机背後蕴藏着机遇,中国日渐恶化的环境问题,如雾霾、水土污染,造就「十三五」规划内改善生态环境、加强污染控制、发展绿色环保产业等机遇。 中国为机遇支持者 中国政府的决心也反映於《2016全球机遇报告》中国地区调查。调查访问了中国五百多位公私部门领袖,结果显示,只有中国政界对变革的支持度,比得上商界、金融界和民间团体。相反,另外八个地区受访者均视政界为绊脚石。在把握机遇能力方面,政治意愿、技术能力和经济能力三大范畴中,政治意愿在中国以外所有地区得分亦较低。 此外,对於当前最需要化解──与此同时带来最多机遇──的风险,中国受访者看法亦和政府相近:《2016全球机遇报告》五个最迫切风险中(即交通排放增加、全球食物危机、海洋生物多样性丧失、药物抗性和荒废一代人前途),有28%受访者认为交通排放增加引致的空气污染问题最为严峻。在评选未来五大风险时,受访者最关注的也包括二氧化碳排放不断增长,以及沙漠化、土壤退化和生物多样性丧失等环境问题。 面对如此恶劣危机,我们相信推动变革有赖各界通力合作、共同努力。好消息是,中国领袖,尤其是青年和女性领袖,对解决国家最具挑战性的难题非常积极,商界和民间团体更是变革的坚实支持者,可预见更多机遇出现於企业和民间合作,由下而上带动改变。中国发展机会处处,《2016全球机遇报告》正好为人们提供导航工具,在错综复杂的形势中把握机遇,实现理想。 下载报告
